This is to inform you that the U.S. Nuclear Regulatory Commission (NRC) has published a proposed rule for comment to modify Title 10 of the Code of Federal Regulations (10 CFR) Parts 170 and 171 regarding the licensing, inspection and annual fees to recover approximately 90 percent of its Fiscal Year (FY) 2019 budget authority.
 
==Background:==
These amendments are reviewed annually to support budget needs to implement the Omnibus Budget Reconciliation Act of 1990, as amended, which mandates that NRC recover through fees approximately 90 percent of its FY 2019 budget authority less certain amounts excluded from this fee-recovery requirement. The proposed rule was published in the Federal Register on January 31, 2019 (Volume 84, Number 21, pages 578-603). The proposed rule does change 10 CFR Part 170 fees currently assessed to those Agreement State licensees who perform work in Non-Agreement States under the reciprocity provisions of 10 CFR 150.20. For FY 2019, the proposed reciprocity fee is
$2,100. The proposed rule also includes a Schedule of Materials Fees for FY2019 which contains a number of changes from the published final FY 2018 fees. The comment period for the proposed rule closes on March 4, 2019, comments received after this date will be considered if practicable.
Discussion: The proposed rule is no longer being printed, but is available on the Federal eRulemaking Portal at: http://www.Regulations.gov; and search under Docket ID:
NRC-2017-0032. The proposed Schedule of Materials Fees for FY2019 can be found on pages 592 through 598 of the January 31, 2019, Federal Register notice. The proposed reciprocity fee can be found at the end of the Schedule of Materials Fees on page 597.

Purpose:
