Technical Specification Task Force Meeting Summary June 13 & 14, 2000 Staff met with the Nuclear Energy Institute Technical Specification Task Force (NEI TSTF) on June 13 & 14, 2000.
The TSTF and staff discussed the status of pending high priority TSTFs as described below. was the pre-meeting status provided by the TSTF and Attachment 2 was the pre-meeting status provided by the staff.
016 R.3: The TSB has the necessary information to complete its review; approval is anticipated.
207 R.5: Approved.
231 R.1: Approved; RPS Instrumentation Bases (B3.3.1.1) correction.
306 R.1: The TSTF will submit Revision 2 to revise the Bases.
330 R.0: The TSTF will submit Revision 1 which will be a solution that is based upon the temperature averaging concept approved for Brunswick.
332 R.0: The TSTF will submit Revision 1 which will implement the topical, Supplement 1 of NEDO-32291 of October 1999, and remove the non-generic cascading issues.

Other Topics Discussed:
The TSTF OG will propose a program to include in the Technical Specifications to address delayed LCO entry for taking snubbers out of service for routine maintenance. Attachment 3 was provided to the OG to help clarify issues in order to develop the program. [Though not discussed, in parallel to the industry effort TSB will work on a section 3.0 specification to allow for a delay time entry into the Conditions of an LCO.] The intent is to avoid unnecessary entry into TS required actions for supported systems when removing snubbers from service for surveillance testing.
The Staff presented some questions (Attachment 4) regarding BWR plant refueling outage operations, with the intent to resolve concerns about TSTF-225 and BWR STS 3.10.6. The OG will present the questions to industry experts and provide answers to TSB; TSB will review and discuss the answers with SRXB, clarify the concerns, and present the concerns with proposed solutions to the OG; and, if necessary have an NEI-NRR meeting to resolve issues. The Staff will prepare an SE on Perrys proposed adoption of TSTF-225 from the results of this effort.
The production status of Revision 2 to the STS NUREGs was discussed. The plan is to resolve BWR refueling issues and TSTF-360 issues by the end of July 2000, post the final draft STS Rev 2 for industry and public comment by mid August 2000, and receive and incorporate comments by the end of September 2000. Then publish STS Rev 2 in the early Fall of 2000.
TSB-NEI proofing panels will be convened as needed to resolve editorial issues. A discussion on proposed format changes to the STS Rev 2 Table of Contents (TOC) was conducted briefly, with the OG unanimously agreeing that TOC should remain unchanged (Attachment 5, a strawman for the suggested changes was passed out).
The staff and TSTF members discussed the potential of using the consolidated line item improvement process (CLIIP) for the removal of post accident sampling systems (PASS) from the TS of Westinghouse and Combustion Engineering plants. The owners groups for those plants have received safety evaluations for topical reports that justified removing PASS. The owners groups representatives agreed to pursue a TSTF traveler for the removal of PASS.
Following receipt of the proposed TSTF, the staff believes it is in a position (based on the topical reviews) to quickly publish the notice for comment as called for in the CLIIP. The BWR and B&W Owners Groups would likely submit TSTFs and the CLIIP would be used for the remaining plants using a separate activity. Bill Reckley of the staff provided a possible example of an individual licensee's application using the CLIIP for PASS elimination (Attachment 6).
The status of the Risk Informed Technical Specifications (RITS) effort was discussed. The OG has submitted proposal for Initiatives 1 (preferred end states), 2 (revise delay time for entering required actions upon missing a surveillance), and 3 (modify mode restraint logic); Initiative 1 is currently under review by the staff. Revisions to TSTF-358 and TSTF-359 can be expected from the OG in early July. A proposal on Initiative 6 (modify LCO 3.0.3) is expected from the OG by the end of the year.
Participants agreed to conduct a status conference call at 10 AM on June 27, 2000. The next TSTF meeting will be on July 13-14, 2000 at the NRC.

Technical Specification Task Force Meeting Summary June 13 & 14, 2000 Staff met with the Nuclear Energy Institute Technical Specification Task Force (NEI TSTF) on June 13 & 14, 2000.

The TSTF and staff discussed the status of pending high priority TSTFs as described below. was the pre-meeting status provided by the TSTF and Attachment 2 was the pre-meeting status provided by the staff.

016 R.3: The TSB has the necessary information to complete its review; approval is anticipated.

207 R.5: Approved.

231 R.1: Approved; RPS Instrumentation Bases (B3.3.1.1) correction.

306 R.1: The TSTF will submit Revision 2 to revise the Bases.

330 R.0: The TSTF will submit Revision 1 which will be a solution that is based upon the temperature averaging concept approved for Brunswick.

332 R.0: The TSTF will submit Revision 1 which will implement the topical, Supplement 1 of NEDO-32291 of October 1999, and remove the non-generic cascading issues.

Other Topics Discussed:

The TSTF OG will propose a program to include in the Technical Specifications to address delayed LCO entry for taking snubbers out of service for routine maintenance. Attachment 3 was provided to the OG to help clarify issues in order to develop the program. [Though not discussed, in parallel to the industry effort TSB will work on a section 3.0 specification to allow for a delay time entry into the Conditions of an LCO.] The intent is to avoid unnecessary entry into TS required actions for supported systems when removing snubbers from service for surveillance testing.

The Staff presented some questions (Attachment 4) regarding BWR plant refueling outage operations, with the intent to resolve concerns about TSTF-225 and BWR STS 3.10.6. The OG will present the questions to industry experts and provide answers to TSB; TSB will review and discuss the answers with SRXB, clarify the concerns, and present the concerns with proposed solutions to the OG; and, if necessary have an NEI-NRR meeting to resolve issues. The Staff will prepare an SE on Perrys proposed adoption of TSTF-225 from the results of this effort.

The production status of Revision 2 to the STS NUREGs was discussed. The plan is to resolve BWR refueling issues and TSTF-360 issues by the end of July 2000, post the final draft STS Rev 2 for industry and public comment by mid August 2000, and receive and incorporate comments by the end of September 2000. Then publish STS Rev 2 in the early Fall of 2000.

TSB-NEI proofing panels will be convened as needed to resolve editorial issues. A discussion on proposed format changes to the STS Rev 2 Table of Contents (TOC) was conducted briefly, with the OG unanimously agreeing that TOC should remain unchanged (Attachment 5, a strawman for the suggested changes was passed out).

The staff and TSTF members discussed the potential of using the consolidated line item improvement process (CLIIP) for the removal of post accident sampling systems (PASS) from the TS of Westinghouse and Combustion Engineering plants. The owners groups for those plants have received safety evaluations for topical reports that justified removing PASS. The owners groups representatives agreed to pursue a TSTF traveler for the removal of PASS.

Following receipt of the proposed TSTF, the staff believes it is in a position (based on the topical reviews) to quickly publish the notice for comment as called for in the CLIIP. The BWR and B&W Owners Groups would likely submit TSTFs and the CLIIP would be used for the remaining plants using a separate activity. Bill Reckley of the staff provided a possible example of an individual licensee's application using the CLIIP for PASS elimination (Attachment 6).

The status of the Risk Informed Technical Specifications (RITS) effort was discussed. The OG has submitted proposal for Initiatives 1 (preferred end states), 2 (revise delay time for entering required actions upon missing a surveillance), and 3 (modify mode restraint logic); Initiative 1 is currently under review by the staff. Revisions to TSTF-358 and TSTF-359 can be expected from the OG in early July. A proposal on Initiative 6 (modify LCO 3.0.3) is expected from the OG by the end of the year.

Participants agreed to conduct a status conference call at 10 AM on June 27, 2000. The next TSTF meeting will be on July 13-14, 2000 at the NRC.
