Dear Mr. Pietrangelo:

This is to inform you that disposition has been made on TSTF-420 containing proposed changes to the Standard Technical Specification (STS) NUREGs made by the NEI Technical Specification Task Force (TSTF). TSTF-420 is approved.

TSTF-420 proposes to relocate the shutdown margin (SDM) values specified in STS 3.5.6, Boron Injection Tank, to the core operating limits report (COLR). This proposed change is consistent with the relocation of specific SDM values from the Technical Specifications to the COLR as approved in TSTF-9. TSTF-9 was requested and approved because relocating SDM to the COLR is permissible under 10 CFR 50.36 and provides for other regulatory control of these values. The proposed changes in TSTF-420 were inadvertently left out of TSTF-9. The proposed changes in TSTF-420 would modify STS 3.5.6 Required Action B.2. STS 3.5.6 Required Action B.2 would change from Borate to an SDM equivalent to [1%] k/k at 200- F, to Borate to SDM provided in the COLR. We consider this change to be editorial which would make STS 3.5.6 consistent with other STS specifications.

This completes our review of TSTF-420, Revision 0. Please contact me at (301) 415-1161 or e-mail wdb@nrc.gov if you have any questions or need further information on this disposition.

This completes our review of TSTF-345, Revision 0. Please contact me at (301) 415-1161 or e-mail wdb@nrc.gov if you have any questions or need further information on this disposition.
