LICENSE AMENDMENT REQUESTS (LAR 10-11 AND LAR 10-12) LICENSING AMENDMENTS TO THE ENRICHMENT TECHNOLOGY, UNITED STATES STANDARD PRACTICE PROCEDURE PLAN FOR THE PROTECTION OF CLASSIFIED MATTER SECURITY PLAN (TAC NOS L33015 AND L33030)

Dear Mr. Sanford:

On August 5, 2010, you transmitted License Amendment Request (LAR 10-11), requesting review and approval of Revision 2 to the Enrichment Technology, United States (ET-US)

Incorporated System Security Plan (SSP). Revision 2 is Attachment 3 to the ET-US Standard Practices Procedure Plan (SPPP) for the Protection of Classified Matter System Security Plan, and was reviewed by staff from the U.S. Nuclear Regulatory Commission (NRC) and the U.S.

Department of Energy (DOE). On October 27, 2010, you submitted a response to an NRC request for additional information (RAI) dated October 5, 2010. On September 13, 2010, you transmitted License Amendment Request (LAR-10-12) requesting review and approval of Issue 4 to the ET-US SPPP for the protection of classified matter. On November 22, 2010, you submitted a response to an RAI dated October 22, 2010. The ET-US responses to NRCs RAIs for both plans were found acceptable for implementation. License Condition 10 has been modified to reflect these actions. A Safety Evaluation Report and Amendment 45 are enclosed.

Work performed under the above Technical Assignment Control numbers is complete and they are closed.

An environmental assessment for this action is not required since this action is categorically excluded under Title 10 of the Code of Federal Regulations (10 CFR) 51.22(c)(11).
