AND 3 NORTH ANNA POWER STATION UNITS 1 AND 2 SURRY POWER STATION UNITS I AND 2 UPDATE OF INFORMATION PERTAINING TO FOREIGN INTERESTS In a letter dated July 15, 2008, the NRC granted a non-possessing facility security clearance at the SECRET - National Security Information level for Dominion Energy Kewaunee, Inc. (DEK), Dominion Nuclear Connecticut, Inc. (DNC) and Virginia Electric and Power Company (Dominion). The NRC's July 15, 2008 letter also included the requirement to submit an annual certification of the extent and nature (if any) of significant changes relating to the Certificate Pertaining to Foreign Interests and reporting requirements to be made by written notification within 30 days.

DEK, DNC, and Dominion submitted updated Owners, Officers, Directors, and Executive Personnel (OODEP) lists as well as Annual Certifications for Foreign Ownership, Control or Influence (FOCI) for DEK, DNC, and Dominion and their parent companies to the NRC on July 13, 2011 (Serial No. 11-003B). On August 1, 2011 personnel changes were made that would affect the information previously provided on the OODEP list for Dominion. Therefore, in accordance with the NRC's July 15, 2008 letter, we are providing the change in owners, officers, directors and executive personnel in Attachment 1 to this letter. Documentation to support this change is provided in Attachment 2 to this letter.

In their previous submittals, DEK, DNC and Dominion submitted the certificates and OODEP lists as proprietary in their entirety. The NRC determined that this information should be withheld from public disclosure as noted by the NRC letter (J. K. Everly, Jr.)

ATTACHMENTS 1 AND 2 CONTAIN INFORMATION THAT IS BEING WITHHELD FROM PUBLIC DISCLOSURE UNDER 10 CFR 2.390. UPON SEPARATION 00 -

Subsequent filings by DEK, DNC and Dominion have also been withheld and exempt from public disclosure under 10 CFR 2.790 and its successor regulation, 10 CFR 2.390. Similarly, Attachment 1 to this letter contains business sensitive and personal privacy information and Attachment 2 contains business sensitive information. DEK, DNC and Dominion request that these attachments be withheld from public disclosure in their entirety. In support of this request, an affidavit and declaration requesting that the NRC treat Attachments 1 and 2 in their entirety as exempt from public disclosure under 10 CFR 2.390 is provided as to this letter. Because DEK, DNC and Dominion seek to withhold these attachments in their entirety, a nonproprietary version of the attachments has not been prepared.

Serial No. 11-003C Att. 3, Page 1 of 2 10 CFR 95.17 Affidavit in Support of Request to Withhold Information From Public Disclosure Pursuant to 10 CFR 2.390 I, J. Alan Price, Vice President-Nuclear Engineering, state that:

1. I am authorized to execute this affidavit on behalf of Virginia Electric and Power Company (Dominion), Dominion Nuclear Connecticut, Inc. (DNC) and Dominion Energy Kewaunee, Inc. (DEK).

2. Dominion, DNC and DEK are submitting information to update Owners, Officers, Directors and Executive Personnel (OODEP) lists and supporting documentation provided to the NRC by letter dated July 13, 2011. This information is submitted pursuant to the NRC's letter dated July 15, 2008, that granted a non-possessing facility security clearance at the SECRET -

National Security Information level for Dominion, DNC and DEK.

3. The information being submitted in Attachment 1 contains personal privacy information (social security numbers) that is appropriate to be withheld from public disclosure in accordance with 10 CFR 2.390 (a)(6).

4. Other information being submitted in Attachment 1 and the information being submitted in Attachment 2 contains confidential business information and records related to Dominion that should be held in confidence by the NRC pursuant to 10 CFR 9.17(a)(4) and 10 CFR 2.390(a)(4). The following factors specified in 10 CFR 2.390(b)(4) justify withholding this information from public disclosure in its entirety:

a. This information is and has been held in confidence by Dominion, DNC, DEK and their parent companies.

b. This information is a type that is held in confidence by Dominion, DEK and DNC, and there is a rational basis for doing so because the information contains sensitive business information related to the business structure of the companies.

c. This information is being transmitted to the NRC in confidence.

d. This information is not available in public sources and could not be gathered readily from other publicly available information.

5. Accordingly, Dominion, DNC and DEK request that the designated information be withheld from public disclosure pursuant to the policy reflected in 10 CFR 2.390(a)(4) and 9.17(a)(4).
