Thank you for your letter of March 8, 2017, providing a copy of NEI 17-01, "Industry Guidance for Implementing the Requirements of 10 CFR Part 54 for Subsequent License Renewal," and requesting NRC's review and endorsement of NEI 17-01, Revision 0.

Attached are our staffs preliminary comments on your document. We have added comments, suggestions, and our technical bases for the comments in Microsoft Word comment bubbles in the right margin. We have also added, in Microsoft Word track changes format, suggested wording for some of our comments. These comments are not complete, have not been reviewed by our management, and could change during the final review. For the NRC to approve for use or endorse NEI 17-01 and revise our Regulatory Guide, we project it could take up to two years from June 1, 2017, the date that the fee waiver (ML17129A144) for review of NEI 17-01 and its revisions was granted and the NRC began its review.
