DRAFT PROJECT PLAN TO PREPARE THE U.S. NUCLEAR REGULATORY COMMISSION TO LICENSE AND REGULATE ACCIDENT TOLERANT FUEL The purpose of this memorandum is to transmit the Draft Project Plan to Prepare the U.S.

Nuclear Regulatory Commission to License and Regulate Accident Tolerant Fuel. The accident tolerant fuel (ATF) steering committee and working group which includes members from the Offices of Nuclear Reactor Regulation, New Reactors, Nuclear Material Safety and Safeguards, and Nuclear Regulatory Research was established to develop a project plan to prepare the agency for the anticipated licensing and use of ATF in United States commercial power reactors.

This draft plan is the culmination of several months of effort and stakeholder interaction, including a public meeting in September 2017, to solicit feedback on an initial draft of the project plan. The steering committee will officially seek public comment through publication of the draft project plan in the Federal Register this month.

Following the evaluation and incorporation of stakeholder feedback, the staff will brief senior management on updates to the plan and engage the Advisory Committee on Reactor Safeguards prior to finalizing the plan by April 2018.
