The staff has reviewed the NEI 17-01 document to ensure that prior NRC comments provided in public meetings on August 24, 2017 (ADAMS Accession No. ML17257A299) and November 14, 2017 (ADAMS Accession No. ML17346B294) were adequately addressed. The revised version of NEI 17-01 provided in your letter adequately addresses the staff comments and the agreements made at the November 14, 2017, meeting. The NRC will determine whether to formally endorse NEI 17-01 through the revision process for Regulatory Guide 1.188. In the interim, the NRC finds NEI 17-01, dated December 2017, acceptable for use by the four licensees that have already communicated to the NRC their intent to apply for SLR before the end of calendar year 2019. The document will provide sound, clear interim guidance to these SLR applicants while formal NRC endorsement of the NEI guidance document is considered through the Regulatory Guide revision process. The NRC expects that the formal revision to Regulatory Guide 1.188 and its issuance for use will supersede the approval for interim use by this letter on or before December 2019.
