PROJECT PLAN TO PREPARE THE U.S. NUCLEAR REGULATORY COMMISSION FOR EFFICIENT AND EFFECTIVE LICENSING OF ACCIDENT TOLERANT FUELS The purpose of this memorandum is to transmit the first official version of the U.S. Nuclear Regulatory Commissions (NRCs) Accident Tolerant Fuel (ATF) Project Plan, Project Plan to Prepare the U.S. Nuclear Regulatory Commission to Efficiently and Effectively License Accident Tolerant Fuels (Agencywide Documents Access and Management System Accession No. ML18261A414). The plan has been developed by the NRCs cross-office ATF steering committee, chaired by the Division of Safety Systems in the Office of Nuclear Reactor Regulation, and associated working group to prepare the agency for timely licensing of ATF concepts. The plan incorporates stakeholder feedback received during an official public comment period, several public meetings, ACRS subcommittee briefing, Commission briefing, interactions with the individual fuel vendors, industry, and U.S. Department of Energy workshops and conferences, and discussions with international counterparts. The staff responses to the comments received during the official comment period have been documented and are also enclosed.
The steering committee considers the plan to be a living document that will evolve, as needed, as concepts mature and industry plans solidify.

H. Nieh                                        The ATF working group activities will now transition from high-level strategy planning to detail oriented implementation mode. The next steps include heightened, direct engagement with the individual fuel vendors pursuing ATF concepts, seeking to understand areas of margin recovery or operational flexibility licensees may pursue and their impacts on the regulatory infrastructure, and beginning phenomena identification and ranking table exercises for ATF concepts.
