1. What are the known technical or regulatory issues with the current version of the Regulatory Guide (RG)?

RG 1.213, Rev. 0, dated May 2009 endorses Institute of Electrical and Electronics Engineers (IEEE) Std. 649-2006 "Qualification of Safety-Related Motor Control Centers for Nuclear Power Plants," as part of a method for complying with the regulations for qualification of safety-related motor control centers for nuclear power plants. Specifically, applicable regulations are 10 CFR 50.49, GDCs 1, 2, 4, and 23, and Criterion III (Design Control) of 10 CFR Part 50-Appendix B. IEEE Std. 649 was last revised and issued in 2006 (IEEE Std 649-2006). It was re-affirmed by the IEEE in 2012. Therefore, the current version of the RG endorses the current applicable standard. There are no technical or regulatory issues at this time requiring revision of the RG. 2. What is the impact on internal and external stakeholders of not updating the RG for the known issues, in terms of anticipated numbers of licensing and inspection activities over the next several years?

Use of the current version of RG 1.213 will have no known impact on internal or external stakeholders at this time. 3. What is an estimate of the level of effort needed to address identified issues in terms of full-time equivalent (FTE) and contractor resources?

The staff recommends declaring RG 1.213, dated May 2009 to be acceptable as is at this time.
