In accordance with the provisions of Section 50.54(q) and 50.90 of Title 10 of the Code of Federal Regulations (10 CFR), South Carolina Electric & Gas Company, acting for itself and as agent for South Carolina Public Service Authority, hereby submits a proposed change to the Virgil C. Summer Nuclear Station's (VCSNS) Radiation Emergency Plan to the Nuclear Regulatory Commission for review and approval.VCSNS Unit 1 is proposing changes to its Radiation Emergency Plan (EP). The changes have been evaluated under 10 CFR 50.54(q) and possible reductions in effectiveness have been identified; therefore the changes require prior NRC approval.
The proposed changes include the following:
activation time change; relocation of the Technical Support Center (TSC);realignment of Emergency Response Organization positions, titles, and responsibilities; transfer of notification responsibilities; relocation of engineering support personnel to the TSC, and editorial enhancements.
The proposed changes have been evaluated under 10 CFR 50.54(q) and taken in total may result in a reduction in the effectiveness of the emergency plan. The proposed changes to the plan will continue to meet the requirements of 10 CFR 50 Appendix E and the planning standards of 10 CFR 50.47(b).
In addition, the relocation of the TSC to the new Nuclear Operations Building (NOB) is an alternate method to the requirements of NUREG-0696,"Functional Criteria for Emergency Response Facilities," and therefore prior NRC approval is required.
The NRC has approved this alternate method in VCSNS Units 2 & 3 Combined Operating License Application (COLA) Emergency Plan Final Safety Evaluation Report (FSER)(ML1 10450305, ML1 10310185, and ML1 11320113).
Attachment I is the analysis of proposed radiation emergency plan change. Attachment II is a map of new VCSNS facilities.
Attachment III is a Cross Reference of Emergency Plan Changes to Attachment I Section 2.0. Attachment IV provides the evaluation and effectiveness assessment performed by VCSNS pursuant to 10 CFR 50.54(q).
Attachment V is the Proposed Radiation Emergency Plan, (EP-100 Revision 62)(Mark-Up).
Attachment VI is the Proposed Radiation Emergency Plan (EP-100 Revision XX)(Retyped).
