IN THE REACTOR COOLANT PRESSURE BOUNDARY OF PWR PLANTS RESPONSE TO ACTION ITEM 4 SALEM GENERATING
STATION UNIT NOS. l AND 2 DOCKET NOS. 50-272/50-311
Combined Inspection
Report 50-272/86-25, 50-311/86-25
prepared by Mr. E. H. Gray of your staff identified
a deviation
regarding
our response to IE Bulletin 82-02. In particular, it was noted that no response was provided for Action Item 4 which required submittal
to NRC Region I of a written report affirming
that procedures
developed
pursuant to IE Bulletin 82-02, Action Item 1 had been properly implemented
and that inspections
required under IE Bulletin 82-02, Action Item 2 were documented
and the results of those inspections
reported.
The purpose of this letter is ta provide our formal response to IE Bulletin 82-02, Action Item 4. Action Item 1 was responded
to in a letter of July 29, 1982, from E. A. Liden, PSE&G to R. C. DeYoung, NRC Director of the Office of Inspection
and Enforcement
at that time. The contents of this letter was affirmed under affidavit
by R. A. Uderitz. Although the additional
actions directed by Action Item 4 were scheduled, performed
and incorporated
into future maintenance
and ISI activities
in the appropriate
time frame, submittal
of the written report to NRC Region I documenting
the completion
of those activities
and the results of inspections
performed
was overlooked.

Dr. Thomas E. Murley 2 11-21-86 The following
examinations
were performed.
Manway bolts for all Salem Unit 1 steam generators
were visually and magnetic particle tested in November 1982. The Salem Unit 2 steam generator
manway bolts were visually and magnetic particle tested in March 1983. The Salem Unit 1 and Salem Unit 2 reactor coolant main flange bolts were visually examined in December 1982 and February 1983, respectively.
No adverse indications
were found in any of these examinations.
The results of these inspections
are available
and will be provided if requested.
Also, Mr. Gray has identified
an additional
deviation
in the aforementioned
inspection
report with regard to the quality assurance
measures established
per IE Bulletin 82-02, Action Item 1 to ensure proper selection, procurement
and application
of fastener lubricants.
This concern will be addressed
in a forthcoming
submittal
of our formal response to the identified
deviations.
