In accordance with NEI 99-04, "Guidelines for Managing NRC Commitment Changes," this letter notifies the Nuclear Regulatory Commission (NRC) of a change made to an NRC commitment.
The reference provided Wolf Creek Nuclear Operating Corporation's (WCNOC) reply to Notice of Violation (NOV) EA-12-135, which addressed a violation of 10 CFR Part 50, Appendix B, Criterion XVI for failing to preclude repetition of additional water hammer events and leakage from the Essential Service Water (ESW) System. This reply to NOV EA-12-135 contained a commitment to add corrosion coupon test locations to the supply and return lines for both ESW trains at the above-ground to below-ground interface in the 1974' elevation of the Control Building. This commitment was originally scheduled for completion by December 15, 2012.
WCNOC did not intend to use the new corrosion coupon test locations to monitor corrosion rates in the existing ESW piping and this commitment addresses a long-term enhancement to monitor corrosion rates in the new ESW piping. The new corrosion coupon test equipment will be most efficiently installed with the new ESW piping in the Control Building and, therefore, this commitment is now scheduled for completion by April 2, 2014.
Extending the completion date for this commitment is acceptable because WCNOC's existing corrosion monitoring equipment for the Service Water System also monitors corrosion in the ESW System. Additionally, WCNOC uses Guided Wave Testing (GWT) to evaluate the condition of the ESW piping and approximately 6,000 feet of ESW above-ground piping has P.O. WO 12-0071 Page 2 of 2 been inspected using GWT. In addition to monitoring ESW System corrosion and evaluating the condition of ESW System piping, chemical treatments control microbiologically induced corrosion (MIC), biological fouling and accumulation of deposits within the ESW System.
