Report for Period of July 1, 2003 through December 31, 2003 TEST RESULTS Wolf Creek Nuclear Operating Corporation (WCNOC) performs random testing of the workforce at an annual rate of at least 50 percent of the workforce in accordance with 10 CFR 26.24(a)(2). For the six-month period beginning July 1, 2003, and ending December 31, 2003 random screens were performed at a rate of 25.26% of the WCNOC population.
For the 2003 calendar year, random screens were performed on 51.99% of this population.
WCNOC submitted blind performance specimens in accordance with 10 CFR 26, Appendix A, Section 2.8(e)(2), requirements. There were no reportable events.
WCNOC EmploVees There were no WCNOC employees that tested positive during this reporting period.
One employee's unescorted access was suspended pending a FFD concern. The individual was subjected to a mandatory evaluation and based on the results was placed in the follow-up program and required to initiate additional recommendations as set forth by the company psychologist.
Contractors Two contractors tested positive for cocaine and one for amphetamines on a pre-access test.
Unescorted access was denied.
One contractor tested positive for alcohol and marijuana on a follow-up test.          The individual's unescorted access was revoked/denied.
For-cause testing was performed on four contractors. Two tested positive for alcohol and one tested positive for amphetamines. These individual's unescorted access was revoked/denied. The other contractor tested negative for both alcohol and drugs.
One contractor that tested positive for alcohol appealed the positive result. Management reviewed the appeal and the decision for denial was upheld.
One contractor had an observed collection on a pre-access screen due to the dropping of the urine sample during the collection process.
Summary of Management Actions During the 2003 NRC inspection, the NRC inspector had a concern with two specimens collected with a reported temperature of 90 degrees. A Performance Improvement Request (PIR) was written in 2002 and through that investigation, it was determined that the collections were valid and results acceptable for granting unescorted access. The NRC inspector did not report this as a finding in his final report.

Events Reported in Accordance with 10 CFR 26.73 During this reporting period, no licensed operator or supervisor tested positive, and no significant FFD event reports were made.
