==Dear Sir:==

In accordance with Waterford 3 Technical Specification 3.3.3.3 LP&L, in Reference (1), submitted a Special Report describing a damaged and inoperable seismic monitor (YR-SM 6020) mounted on the pressurizer. The Special Report indicated that the seismic monitor would likely be relocated to a more hospitable location and that the relocation would be complete by the end of the first refueling outage.
By Reference (2) LP&L requested a Technical Specification change to support relocation of the damaged seismic monitor from the pressurizer to safety injection tank 1B.
Currently, the relocation of seismic monitor YR-SM 6020 is complete however the necessary Technical Specification has not yet been approved. Prior to receipt of the approved Technical Specification, LP&L will not declare the seismic monitor operable for Technical Specification purposes.
