: 1. Control Room Item 382/8525-01:                                                           l l
4 10 CFR 50.72(a)(3) states that "The licensee shall notify the NRC           I immediately after notification of the appropriate State or local s
agencies and not later than one hour after the time the licensee declares one of the Emergency Classes." Review of the NRC incident response centers emergency notification system tapes shows the first notification of an emergency classification being made to the NRC was at 7:58 CST to the NRC duty officer. A Notification Of Unusual Event (NOUE) had been declared earlier at 5:37 CST due to an injured /
contaminated plant person. The NRC was not notified of the NOUE, the NRC was notified of an Alert classification 2-hours and 21-minutes after the initial declaration of an emergency.                              ;

All Shift Supervisors and Control Room Supervisors have been made           i aware of the inspection finding and reminded of the regulatory (and procedural) requirement to notify the NRC of any declared emergency immediately after the notification of the State and local agencies          i (and Waterford 1 & 2), not later than one hour after declaration. All       j Duty Plant Managers and EOF Directors have also been made aware of the      j finding and reminded of this requirement. The NRC notification              !
requirements are included in training for all the above listed              j positions. Corrective action for this item has been completed.              I I
Item 382/8525-02:                                                           !
I Following the declaration of the Notification of Unusual Event no            l update was given to the state and local agencies for approximately two-hours. EP-2-010, Section 5, states that updates will be provided at approximately 30 minute intervals.
LP&L Response:
l l            All Shift Supervisors, Control Room Supervisors, Duty Plant Managers and EOF Directors have been made aware of this finding and reminded of the need to provide frequent updates to the state and local agencies.
In addition, the Emergency Plan Implementing Inst) :ctions for each emergency classification (EP-1-010 Unusual Event; EP-1-020, Alert; EP-i-030, Site Area Emergency; EP-1-040, Ceneral Emergency) will be revised to reflect the need to provide frequent updates (using 30 minute intervals as a guideline). EP-1-010, EP-1-020, EP-1-030, l
EP-1-040 and EP-2-010 will also be revised to reflect flexibility in meeting this requirement in that other update frequencies (greater than 30 minute intervals) may be selected that are mutually agreed upon by the state and local agencies.
l            The procedure revisions listed above will be completed by March 3, 1986.

The NRC was not provided timely information from the TSC concerning reactor conditions and dose assessment, refer to 10 CFR 50.72.
LP&L Response:
In order to provide timely information to the NRC concerning reactor conditions and dose assessment, LP&L has developed a policy that allows communication of data, equipment status and any additional previously approved information to the NRC without the approval of the Emergency Coordinator or EOF Director. Previously, all information to be communicated to any offsite agency required these approvals.
Individuals responsible for communicating with the NRC in an emergency have been made aware of this policy effective December 11, 1985.
Corrective action for this item has been completed.
l Item 382/8525-04:
Adequate work space was not provided for the NRC emergency response personnel in the TSC " command" center, refer to NUREG 0737 Supplement 1, Section 8.2.1.
LP&L Response:
We have reviewed the TSC space requirements for the NRC site response team as a result of this exercise and NUREG 0737 supplement 1 Section 8.2.1 and feel that adequate work space is available in the TSC as
,        shown on Attachment 1. Due to space limitations in the Emergency l        Control Center (which occupies a portion of the TSC) we can only I        provide space for three (3) NRC site response team members as shown on     ;
Attachment 2. It should be noted that additional space is provided for the NRC site respense team in the TSC, specifically, the NRC office and the technical assessment area as shown on Attachment 1.      We have also provided space for NRC response team personnel at the -4         ;
elevation MSL control point which is the central location for onsite radiological controls.
: 3. Emergency Operations Facility Item 382/8525-05:
The management of overall emergency response is to be conducted from the EOF, reference NUREG 0737 Supplement 1, Section 8.4.1. The NRC l
inspectors noted that the TSC emergency coordinator downgraded the exercise from the TSC.
It did not appear to the NRC inspectors that reactor operations expertise and support were available in the EOF to assist the EOF Director in making firal decisions for offsite protective action recommendations.

Management of the overall emergency response for Waterford 3 is conducted from the EOF. In order to more clearly define the role of the EOF Director, classification of emergency conditions will in the future be performed at the EOF when the EOF is activated. The EOF Director will be responsible for classifying (or downgrading) an event based on input freai the Emergency Coordinator (and TSC staff) and the EOF staff.
Reactor operations expertise is available in the EOF, through the staff pcsition of Operations / Engineering Coordinator, to assist the                l EOF Director in making final decisions for offsite protective action recommendations.                                                                     j The procedure revisions and training necessary to implement the transfer of classification responsibilities to the EOF will be completed by March 3, 1986.                                                          .
