NRC letter EA 85-10 dated 5/24/85, R.D. Martin, NRC Region IV to R.S. Leddick, LP&L - transmittal of enforcement package and proposed civil penalties.
Pursuant to the provisions 10 CFR 2.201 Louisiana Power & Light Company herewith responds to the referenced enforcement package and submits the enclosed, " Response to Notice of Violation and Proposed Imposition of Civil Penalties". Our reply provides a detailed answer for each alleged violation.
This response is submitted under affidavit as required by Section 182 of the Atomic Energy Act of 1954, as amended.
In accordance with 10 CFR 2.205 LP&L has elected to file its answers by denial of the violations in part and kindly requests mitigation of the civil penalties. We stand ready to answer any questions on the responses or to meet with your Staff for discussion on our mitigation request.
As stated in the transmittal letter, the subject enforcement package is unusual in that it was issued after the results of the NRC review had been extensively documented and was also unusual in that it involved 20,000 manhours of effort on the part of the NRC.
