ULNRC-03626 dated August 8,-1997 The referenced letter requested a revision to Technical Specifications 3/4.7.4 to remove the requirement to perform Surveillance Requirements (SR) 4.7.4.b and 4,7.4.c during shutdown. Based on discussions with the Callaway NRC Project Manager on
,                     February 2, 1998, we are providing additional information in support of this amendment request.
The attached table contains a listing of tle                              l valves subject to SR 4.7.4.b.1. As discussed in Note 1-o                     to the table, the procedures used to test the valves have been written to minimize the potential for damage l                     to any plant equipment, minimize the potential _for i                     tripping _the plant, and minimize complication of the
                     -actuation circuits so that their reliability is not idegraded.

: 1)     The procedures used to test these valves have been written to minimize the potential for damage to any plant equipment, minimize the potential for tripping the plant, and minimize complication of the actuation circuits so that their reliability is not -
degraded. The valves that are tested during shutdown are surveilled by the comprehensive safeguards procedures that test multiple components with various actuation signals. These valves could also be tested on-line, ifdesired. Before any on-line testing occurs, the test procet:ures are evaluated and written to the above criteria.
