Clinton Power Station Notification of Unusual Event on Thursday, June 23, 1988, at approximately 1330 hours, a Notification of Unusual Event (NOUE) was declared in accordance with Emergency Plan Implementing Procedure EC-02, Emergency Classifications. This procedure requires that a NOUE be declared for transportation of contaminated injured person (s) from site to an offsite hospital.
Clinton Power Station was operating at approximately 100% power in Mode 1.
On Thursday, June 23, 1988, at approximately 1313 the shift supervisor was notified that a maintenance technician was badly burned in the 762' Radwaste evaporator vapor body room. The injured individual, assisted by another maintenance technician and a radiation protection technician, was replacing a seal on a sight glass on Unit 2 Radwaste evaporator at the time of the accident. As the flange was broken free, scalding water was released. This incident occurred because work was inadvertently performed on the Unit 2 evaporator instead of the Unit 1 evaporator which had been appropriately drained and secured.       One person was seriously injured with first and second degree burns covering approximately 30% to 40% of his body. One had minor first degree burns              ,
on his leg and the third irdividual received minor first degree burns on his arm. Both individuals were treated at Dr. John Warner Hospital and              j released. The seriously injured man had low levels of contamination               .j measuring approximately 250 counts per minute with a frisker on his thighs. He was transported to Dr. John Warner Hospital where he                      l received immediate medical attention and was decontaninated. He was                  I then transported to the Springfield Memorial Burn Unit for further treatment.                                                                          1 l
The State of Illinois was notified of the NOUE at 1340 hours on                      l Thursday, June 23, 1988, the Nuclear Regulatory Commission (NRC)                    ;
representative was notified at 1410 hours, and the NRC Resident                     l Inspector was briefed at 1545 hours.
The plant responded by securing the evaporator, providing immediate on-site medical attention to the accident victims, and providing support services during transportation and treatment of the victims at Dr. John Warner Hospital.
The shif t supervisor terminated the NOUE at 1418 hours. The State of Illinois was notified at 1430 hours and the h2C Incident Response Center was notified at 1445 hours that the NOUE was terminated.
