==1.0 INTRODUCTION==

Successful-preoperational Integrated Leakage Rate (ILRT) and Drywell Bypass Leakage Rate (Bypass) Tests were conducted on the Clinton Power Station Unit I reactor containment building between November 3, 1986 and November 4, 1986. These tests were performed to demonstrate that the containment leakage and drywell bypass leakage rates do not exceed the allowable values specified in the Clinton Power Station Unit 1 FSAR (Reference 1) and Clinton Power Station Technical Specification (Reference 2).
The ILRT and Bypass tests were conducted in accordance with the requirements of the ILRT procedure (Reference 3), Appendix J to 10CFR50 (Reference 4), ANSI'56.8 (Reference 5), BN-TOP-1 (Reference 6), and ANSI 45.4 (Reference 7) . Test pressure for the ILRT and Bypass tests were 9 psig and 3 psig respectively. Test results, which satisfied all acceptance criteria, are summarized below.

2.0 TEST SYNOPSIS Prior to performing the leakage rate tests, all pressure, temperature humidity, and flow sensors were calibrated and the temperature and humidity sensors installed in the drywell and containment at the locations tabulated in Table 1. An in-situ check was performed on   all sensors per the requirements of ANSI /ANS 56.8 - 1981. Per the requirements of the 10CFR50 Appendix J, the containment was isolated by aligning systems in specified post-accident mode, with the exceptions listed in Section 3.C.12. On October 23, 24, 1986 a pre-ILRT Containment and Drywell structural inspection was conducted resulting in discovery of nine temporary attachments requiring removal prior to commencing the test. All attachments were removed by November 1, 1986. No other discrepancies that would impact the test were noted.
Pressurization for the Containment ILRT began at 0957 on November 3, 1986. ILRT test pressure of 9 psig was reached at 1430 on November 3, 1986. Temperature stabilization commenced at 1430 November 3, 1986 and was completed 4.25 hours later. The BN-TOP-1 stabilization criteria of less than l'F/hr over the last 2 hours was met in 2) hours. The ANSI 56.8 stabilization criteria that the last hour weighted average does not deviate by more than 0.5'F from the weighted average rate of change over the last 4 hours was met in 4.25 hours. Temperature stabilization data is presented in Appendix B. Subsequent to the temperature stabilization period, a 9.00 hour ILRT was conducted from 1900 on November 3, 1986 to 0400 on November 4, 1986. The mass point calculated leakage rate was 0.260 %/ day with an upper confidence limit of 0.266 %/ day. The total time calculated leakage rate was 0.262 %/ day with an upper confidence limit of 0.293 %/ day. Both upper confidence limits were less than the allowable leakage rate of 0.4875 %/ day (75% of La). The total time calculations satisfied all short duration test requirements of BN-TOP-1 and the mass point calculations satisfied all short duration test requirements of ANSI /ANS 56.8-1981.
The verification test was initiated at 0515 on November 4 by continuously venting 13.04 scfm (100% of La) of air from the containment through a flowmeter and allowing test conditions to stabilize for one hour. A 41-hour verification test was conducted from 0515 to 0945 on November 4. The mass point calculated and total time calculated verification leakage rates of 0.845
           %/ day and 0.854 %/ day, respectively, were within the required ranges of 0.740 to 1.066 and 0.742 to 1.067 %/ day respectively to verify the performance of            '
,          the ILRT instrumentation.
Following the verification test the drywell was depressurized to 3 psig l          and the containment to 0 psig. The Drywell Bypass Leakage Rate Test was l          performed between 1931 on November 3 and 2341 on November 3 at a test t          pressure of 3 psig. A drywell bypass leakage rate of 20.77 scfm was l          calculated as the leakage rate obtained during the pressure decay test.
The calculated leakage satisfied the acceptance criteria of being less than 4,312 scfm. The data and pressure decay leakage rate calculations are presented in Appendix I. Following the leakage rate test, the drywell was depressurized.

Prior _to'the atart of pressurization it was elected to use the more.
conservative 5% data rejection criteria per ANSI 56.8.      During the ILRT on November 4, at 03,15 humidity sensor No. 3 exhibited an excursion to 75.53% RH and the data set'was rejected, as it met both 1% and 5% criteria. The sensor was continuously monitored and by 0320 it read 81.8% RH, the 0300 reading being 81.63% RH and the 0330 reading being 81.81% RH. This event repeated at the 0630 and 0815 scans during the verification test, in both instances the sensor returned to normal readings within two minutes. The sensor was allowed to stabilize and the data was corrected manually in both computer pregrams.
This sensor was monitored closely for the remair.dcr of the tes.t but never exhibited any erratic behavior. other than the times noted. Subsequent to depressurization cable continuity and resistance checks were immediately conducted on the suspect cables and_ connectors. Results compared favorably to those performed prior to the test. The sensor was also examined and resistance substitution checks performed all with favorable results. The sensor electronics and DAS internal wiring will be checked thoroughly during the post test calibrations with results appropriately annotated in the Procedure Log.
During the test the RCIC exhaust steam check valve on penetration MC-41 developed a bonnett leak. The leakage rate was quantified even though it was being accounted for in the calculated containment leakage rate. This             ,
penetration was not aligned in POST LOCA configuration and a _ full discussion appears in Section 3.0 and 4.0.
Subsequent to the ILRT the NRC raised the question that the main steam tunnel sub volume may not be adequately modeled by its assigned temperature sensors.
The area cooling units, in this sub volume, were in operation prior to the temperature survey thus reducing the temperature of the surrounding concrete to approximately 66*F,.even with both access doors remaining open. The adjacent areas remained at 71.9'F. This volume is a relatively small volume resembling the RWCU heat exchanger rooms. The steam tunnel and heat exchanger rooms both allow air to stagnate, hence the only effective means to add heat to the surrounding concrete and entrapped air is by conduction. For purposes of asertaining the effect, it was decided to simulate the steam tunnel volume fraction utilizing the Bechtel ILRT computer program. The Steam tunnel represents a volume fraction of 0.012 in the overall 0.165 for subvolume D so the volume fractions assigned to RTD 13, 14, 15 were reduced to 0.038 and RTD l   16 was reduced to 0.039 still totaling 0.165. Simulated sensor RTD 25 was L   assigned to the steam tunnel. Since the RWCU hent Exchanger Room was being used as a conservative model the following data was compiled:

Four models were used to simulate the effect of additional temperature sensor RID-25 placed in the steam tunnel and assigned a volume fraction of 0.012.
The starting temperature was 69'F and the ending temperature was 70*F, both of which are conservative for if RTD-25 modeled RTD-10 the starting temperature would be 69.31*F (66.69 + 2.62*F) and the ending temperature would be 69.67'F (69.31 + 0.36).
Case No. 1       Assumed that RTD-25 remained at a constant 69'F.
Case No. 2       Assumed that RTD-25 exhibited a linear temperatures increase of 0.04*F/Hr from 69.31 to 69.67'F.
Case No. 3       Assumed that RTD-25 exhibited a linear increase from 69'F to 70*F.
Case No. 4       Assumed that RTD-25 exhibited a linear increase from 69'F to 70*F with 4 temperature perturbations.
For each of the above cases a summary report, trend report, total time analysis, and mass point analysis as well as a Plot of RTD 25 appears in Appendix D. The worst case results show a 0.004 %/ day increase to the total time UCL and 0.006 %/ day increase to the mass point UCL, these results are insignificant and as such are not included in the reported leak rate.

APPENDIX A ILRT Computer Programs Two computer programs were available during the test the Bechtel ILRT computer program and the Illinois Power Corp ILRT computer program. The Bechtel program is the official program of record, the Illinois Power Corp. program was utilized to collect data and to provide a baseline against the Bechtel program for its future use. Leak Rate Summary Data for the Illinois Power Corp. program is presented in Appendix D and E for direct comparison against the Bechtel test results.

==1.0 DESCRIPTION==
OF BECHTEL ILRT COMPUTER PROGRAM A. Program and Report Description
: 1. The Bechtel ILRT computer program is used to determine the integrated leakage rate of a nuclear primary containment structure.
The program is used to compute leakage rate based on input values of time, free air volume, containment atmosphere total pressure, drybulb temperature, and dowpoint temperatureg (water vapor pressure). Leakage rate is computed using the Absolute Method as defined in ANSI /ANS 56.8-1981, " Containment System Leakage Testing Requirements" and BN-TOP-1, Rev. 1, " Test.ing Criteria for. Integrated Leakage Rate Testing of Primary Containment Structures for Nuclear Power Plants". The program is designed to allow the user to evaluate containment leakage rate test results at the jobsite during containment leakage testing. Current leakage rate values may be obtained at any time during the testing period using one of two computational methods, yielding three different report printouts.
: 2. In the first printout, the Total Time Report, leakage rate is computed from initial values of free air volume, containment atmosphere drybulb temperature and partial pressure of dry air, the latest values of the same parameters, and elapsed time. These individually computed leakage rates are statistically averaged using linear regression by the method of least squares. The Total Time Method is the computational technique upon which the short duration test criteria of BN-TOP-1, Rev 1, " Testing Criteria for integrated Leakage Rate Testing of Primary Containment Structures for Nuclear Power Plant", is based.
: 3. The second printout is the Mass Point Report and is based on the Mass Point Analysis Technique described in ANSI /ANS 56.8-1981,
                 " Containment System Leakage Testing Requirements". The mass of dry air in the containment is computed at each data point (time) using the Equation of State, from current values of containment atmosphere drybulb temperature and partial pressure of dry air. Contained mass is " plotted" versus time and a regression line is fit to the data using the method of least squares. Leakage rate is determined from the statistically derived slope and intercept of the regression line.
: 4. The third printout, the Trend Report, is a summary of leakage rate values based on Total time and Mass Point computations presented as a function of number of data points and elapsed time (test duration). The Trend Report provides all leakage rate values required for comparison to the acceptance criteria of BN-TOP-1 for conduct of a short duration test.

: 5. The program is written in a high level language and is designed for use on a micro-computer with direct data input from the data acquisition system. Brief descriptions of program use, formulae used for leakage rate computations, and program logic are provided in the following paragraphs.

D. Program Loaic
: 1. The Bechtel ILRT computer program logic flow is controlled by a set of user options. The user options and a brief description of their associated function are presented below.
OPTION COMMAND                        FUNCTION.
After starting the program execution, the user either enters the name of the file containing previously entered data or initializes a new data file.
DATA      Enables user to enter raw data. When the system requests values of time, volume, temperature, pressure and vapor pressure, the user enters the appropriate data. After completing the data entry, a summary is printed out. The user then verifies that the data was entered correctly.
If errors are detected, the user will then be given the opporttaity to correct the errors. After the user verifies that the data was entered correctly, a Corrected Data Summary Report of time, data, average temperature, partial pressure of dry air, and water vapor pressure is printed.
TREND     A Tren,I Report is printed.
TOTAL     A Total Time Report is printed.
HASS      A Mass Point Report is printed.
TERM      Enables user to sign-off temporarily or permanently. All data is saved on a file for restarting.
CORR      Enables user to correct previously entered data.

READ      Enables the computer to receive the next set of data from the data acquisition system directly.
PLOT      Enables user to plot summary data, individual sensor data or air mass versus time.
DELETE    Enables user to delete data point.

E. COMPUTER REPORT AND DATA PRINTOUT MASS POINT REPORT The Mass Point Report presents leakage rate data (wt %/ day) as determined by the Mass Point Method. The " Calculated Leakage Rate" is the value determined from the regression analysis. The
                                               " Containment Air Mass" values are the masses of dry air in the containment (1ba). These air masses, determined from the Equation of State, are used in the regression analysis.
TOTAL TIME REPORT The Total Time Report presents leakage rate data (wt %/ day) as determined by the Total Time Method. The " Calculated Leakage Rate"
* is the value determined from the regression analysis. The " Measured Leakage Rates" are the leakage rate values determined using Total Time calculations. These values of leakage rate are used in the regression analysis.
TREND REPORT The Trend Report presents leakage rates as determined by the Mass Point and Total Time methods in percent of the initial contained mass of dry air per day (wt%/ day), versus elasped time (hours) and number of data points.

==SUMMARY==
DATA REPORT The Summary Data report presents the actual data used to calculate leakage rates by the various methods described in the " Computer Program" section of this report. The six column headings are TIME, DATE. TEMP, PRESSURE, VPRS, and VOLUME and contain data defined as follows:
: 1.                         TIME:      Time in 24-hour notations (hours and minutes)
: 2.                         DATE:      Calendar date (month and day).
: 3.                         TEMP       Containment weighted-average drybulb temperature in absolute units, degrees Rankine (*R).
