Potentially Reportable 10CFR50.55(e) Deficiency 55-85-06: Wiring and Workmanship Deficiencies in Safety-Related Vendor Supplied Electrical Panels Dear Mr. Keppler On June 26, 1985, Illinois Power Company notified Mr.
F. Jablonski, NRC Region III, (ref. IP memorandum Y-36012 dated June 26, 1985) of a potentially reportable deficiency under the provisions of 10CFR50.55(e) concerning various internal wiring and workmanship deficiencies in vendor supplied safety-related electrical panels. The quality and adequacy of certain panels to perform their intended design function is indeterminate.      Our investigation of this issue is continuing, and the letter represents an interim report in accordance with the requirements of 10CFR50.55(e)(3).
Attachment A provided the details of our investigation to date.
We trust that this report provides you sufficient background information to perform a general assessment of this potentially reportabic deficiency and adequately describes our overall approach to resolve this issue.

ATTACHMENT A Illinois Power Company Clinton Power Station Docket No. 50-461 Potential 10CFR50.55(e) Deficiency 55-85-06:
Wiring and Workmanship Deficiencies in Safety-Related Vendor Supplied Electrical Panels Interim Report Statement of Potentially Reportable Deficiency / Background A condition potentially adverse to c uality was identified in the area of vendor supplicc, safety-related electrical panels involving internal wiring and workman-ship deficiencies.
Illinois Power's Quality Control is performing an inspection of safety-related electrical panels (excluding PGCC) supplied to the Clinton Power Station (CPS). To date, approximately 25% of the panels have been inspected.
Identified deficiencies are being documented on nonconformance reports and will be resolved in accordance with approved site procedures. Generic deficiencies noted include:
: 1. As installed panel components and terminations not in accordance with design drawings.
: 2. Quality of workmanship.
: 3. Panel component and panel wiring identification not in conformance with design drawings.
Investigation Results Illinois Power (IP) has prepared and is implementing an investigation plan to determine the extent of this defi-ciency at CPS. The investigation plan includes:
: 1. Sargent & Lundy (S&L) drawing revision procedures will be reviewed for adecuacy and conformance.
Drawings will be reviewec,by S&L for "as-built" status.
: 2. Vendor and IP inspection criteria for electrical panels will be reviewed against identified nonconformances.
: 3. A review will be performed of IP's Startup checkout criteria and methods for identifying deficiencies prior to panel energization.

: 4. The Contractor's procedures for field modifica-tions and inspections of electrical panel equip-ment will be reviewed for adequacy.
: 5. A generic acceptance criteria for quality of work-manship will be developed.
Corrective Action / Root Cause The complete scope and root cause of this issue have not yet been identified,such that a determination of complete remedial and generic corrective action can be made.
This determination will be made after further background information has been obtained and evaluated.
Safety Implications / Significance Illinois Power's investigation of this potentially reportable deficiency is continuing. The safety implications and significance will be assessed after further background information has been evaluated.                                                     It is anticipated that approximately ninety (90) days will be required to complete our investigation, determine reportability and to file a final report on the issue.
