l On April 18, 1986, we verbally notified your Mr. R. Hall of a deficiency r            involving anomalies observed in Class IE inverters supplied by Elgar
)            Corporation of San Diego. We have submitted interim reports logged TXX-4812 I
and TXX-4880, dated May 19, 1986, and June 27, 1986, respectively. On August 15, 1986, we requested and received an extension until August 18, 1986, in submitting this report from your Mr. D. Hunnicutt The anomalies are a burned wire on a capacitor bank in one inverter and burned tywraps. The burned wire was detected during an inspection of the equipment and is attributed to an isolated case of bad crimping by the vendor.           The tywraps were used during the manufacturing process and the temperatures they were exposed to during the baking discolors and weakens them. The tywraps are not required for the mechanical integrity of the assembly or the operability of the equipment. The evaluation of this issue shows that if the deficiency had gone undetected, the safety of operations at CPSES would not have been adversely affected. Therefore, we have concluded that this issue is r.ot reportable under the provisions of 10CFR50.55(e). Records supporting this deter:nination are available for your inspectors to review at the CPSES site.
