By {{letter dated|date=March 12, 1986|text=letter dated March 12, 1986}} (reference 1), Houston Lighting & Power Company (llL&P) provided the technical basis for the elimination of postulated pipe ruptures in the pressurizer surge line. The NRC staff has reviewed the information contained in our March 12, 1986 submittal and has submitted a request for additional information (reference 2).
In response to the NRC request for additional information, llL&P is enclosing five (5) copies of a proprietary report, WCAP-11256, " Additional Information in Support of the Elimination of Postulated Pipe Ruptures in the Pressurizer Surge Lines of the STP Units 1 and 2" as Attachment 1.               Attachment 2 contains five (5) copies of a non-proprietary version (WCAP-11257) of the requested information.
While some of the responses provide requested information, others deal with technical issues. For the latter case, we feel we have addressed the items using state-of-the-art methodologies and have incorporated adequate conservatisms to assure that the requests for exemption to CDC-4 are justified. We would like to meet with the NRC Staff during the month of September, 1986 in order to facilitate the review.

ST-HL-AE-1737 Houston Lighting & Pbwer Company                                                                    File No.: G9.10 Page 2 The NRC also requested that Westinghouse Electric Corporation grant permission to release system parameters, margin numbers, specific system moments and forces, references to analytical methods, leak rates and reference crack sizes,_which have been designated as proprietary. This information must be included in the NRC's safety evaluation supporting the published conclusions. Westinghouse Electric Corporation has previously agreed to permit the Staff to. release certain information considered by Westinghouse to be proprietary. This permission was granted in a letter from Mr. E. P. Rahe, Jr. (Westinghouse) to Mr. D. G. Eisenhut (USNRC) dated November 15, 1984. A copy of the subject letter is provided as Attachment 3.
Because Attachment 1 contains information proprietary to Westinghouse Electric Corporation, the attached affidavit signed by Westinghouse management sets forth the basis on which the information may be withheld from public disclosure by the NRC in accordance with the requirements of 10CFR2.790(b)(1).
This affidavit addresses with specificity the considerations of 10CFR2.790(b)(4).                    Correspondence with respect to the proprietary aspects of the affidavit and Application for Withholding of Attachment 1 should reference CAW-86-068 and should be addressed to R. A. Wiesemann, Manager Regulatory and Legislature Affairs, Westinghouse Electric Corporation, P.O. Box 355, Pittsburgh, Pennsylvania 15230.
