River' Bend Station'- Unit 1 Docket No.-50-458 By letter dated December                        2,. 1988 (RBG-29475), Gul f. States Utilities Company (GSU) committed.to develop a roofing program within 90 days and to provide supplementary information.' This
                              . letter fulfills that commitment.
As stated in our previous letter, built up roofing and related activities were not completed lfor four roofs. The purpose'of the built":up. roofing Mis to provide:                              drainage,                      watertightness, insulation and ' protection of access ' openings (plugs). The present roof is. not' sloped, 'so some ponding 'of water occurs.. . Although this ponding of water.is presently acce+ ble, in the long term it may cause.some degradation of the. existing roof. .The . roof' access- openings .have been ~ satisfactorily sealed using a temporary Lsealant. However, a.different long term solution.may reduce the amount of maintenance' required and: the probability of water in-leakage.
One related feature originally planned for use' with; the auxilliary building built-up roof is the access walkway for transporting.a post-accident effluent sample, between.- the main                                                           i plant. exhaust duct 'and the stair tower.                                     Because the sample is presently transported across the existing concrete roof, a specially . constructed walkway is not needed at this time.
     ..                      ,However its installation will be evaluated in conjunction with the built-up roof.
Expenditures not related to the safe operation of the plant are

                             .being closely scrutinized and delayed where warranted. Therefore

The roofing program consists of four main elements:
: 1) An engineering study to determine if any degradation has occurred, corrective action, long term solutions, and the need for periodic inspections.      The use of a consultant has been approved, if necessary. GSU expects to complete this phase by July 1, 1989.
: 2) Develop a proposed work scope, schedule and cost that will be reviewed during the budgeting process each year.
: 3) Authorization of work each year after the budget is approved.
: 4) Periodic roofing inspections as determined by the engineering study.
