Gentlemen:
Your letter of June 4, 1990 requested additional information on the disposition of Bulletin 88-05 product forms other than pipe fittings and                  -
flanges received at PNPP. The requested response date was 90 days from letter receipt. Although significant progress has been made to date, due to the nature of portions of the work as described below we are proposing.a reporting date of December 7,'1990, at which time an updated status and schedules will be provided.
: a. The quantity and type of all PSI, WJM, and CLM product forms other than fittings and flanges supplied to the Perry Nuclear Power Plant, Unit No.
I site, including an itemization of those items installed in safety-related apflications.
Applicable purchase orders (46) have been identified, and product forms identified and quantified. Thirty-six of these purchase orders are safety-related.         However, it is anticipated some of the items procured as safety-related may have been installed in non-safety related applications.
Others may have been installed in Perry Unit #2. The related items supplied
     -are distributed among eleven product forms as follows:

Determination of the installation locations of product forms 2, 3 and 4 has                    I been completed. Location of product forms 5 through 10 requires manual review of approximately 1200 piping installation drawings which is presently 80%                      ;
complete. Product form 11 may requite a manual review of pipe support drawings if a generic evaluation is not possible,                                              ,
: b. The plan and schedule for performing field measurements or other tests on                i those items installed in safety-related applications to verify the physical and chemical properties of the material.                                        i Each product form vill be evaluated separately. Initial evaluations vill be based on the assumption of minimum ultimate material strength of 45 ksi                        i consistent with the conclusions of NUREG 1402 and the NUMARC report submitted                  r in October 1988 (NUMARC 88-01) regarding plate material for blind flange applications. This minimum strength assumption vill be applied to each product form to demonstrate that the required function consistent with the design basis for the specific item / component is met.
As an alternate to rigorous analytical evaluation, some of the product forms may be generically evaluated and justified for continued service depending on the specifics of design parameters such as:
: a. Criticality of application (pressure retaining versus non-pressure retaining, ASME Code Class, etc.).
: b. Specific applications within the product form (e.g., plate material used as shim stock).                                          ,
: c. Quantity (i.e., number of items identified within the product form versus the total estimated population of items within the design application).
If the minimum material strength assumption is unsuccessful in demonstrating functional adequacy, and an alternate generic evaluation is not possible, field testing of material hardness vill be considered in a manner consistent with the methods discussed in NUREG 1402 (hardness testing / correlation to strength) to provide a more realistic material strength value.
: c. The plan and schedule for performing JCOs for those items installed in safety-related applications where material properties are found to be less than those in the appropriate material specification.
As stated in item b, adequacy vill be demonstrated on a product form basis.
L           This vill be done generically for the product form, based upon design application, wherever possible. Presently, it is anticipated that product forms 2, 3 and 4 can be dispositioned as a group based upon lov design stress levels and applicable arguments for blind flanges in NUMARC 88-01. Some form of generic analyses for product forms 5 and 11 may also be possible. For product form 1, it has been confirmed that no items were actually installed in Unit 1.

Product forms 6 through 10 vill probably require individual evaluation of specific applications to justify adequacy for continued service. Again, the assumption of minimum material strength vill be initially utilized where applicable.                                                                        ,
: d. The plan for future use of PSI, VJM, CLN material other than fittings and flanges which is in storage.
Subject to continuing reviews, we have not identified any of the above product forms in Perry's varehouse stock for Unit 1. As an additional measure, procedures vill prevent any future release of suspect material for                l safety-related application without prior engineering review and approval.        1

Sixteen personnel, three full time, have been working on this project for 2 1/2 months. In spite of these resources, the volume of procurement and installation   ,
records involved vill take most of the remaining time before September 7 time to  ;
review, without time to evaluate. Additional time may also be needed for possible in-place hardness testing, depending on the results of ongoing evaluations.
Ve are proceeding vith the work described above, and propose a reporting date     3 of December 7, 1990. At that time ve anticipate resolution of items a and d, and for item a, we vill provide more details on the quantities and safety         ,
class designation of the product forms. Unit i record reviews are scheduled for completion this month, and Unit 2 by the end of September 1990. Items b      '
(evaluations using minimum strength / field testing) and c (JCO's) vill at a     :
minimum be scheduled by that time. Current status vill also be updated in the December 7 letter.
