This letter provides the information you requested in your {{letter dated|date=June 24, 1985|text=June 24, 1985 letter}} regarding a concern expressed by Mr. Milton Hite relative to a landfill located about 3 miles from the Perry Plant.
As shown on the attachment, the Lake County landfill to which Mr. Hite refers is located approximately 3 miles to the west of the Perry Plant. The approxi-mate dimensions of the landfill are 4000 feet by 2000 feet. Refuse is compact-ed at a facility located on that site and then buried from 20 feet below grade to 20 feet above grade. Underlying the landfill area is a stratum of upper glacial till. The Lake County landfill has been in use since 1977 and is currently at about 40% of capacity.
A review of the literature indicates that methane migration from landfills is a highly localized phenomenon. In his letter, Mr. Hite refers to an explosion at a house near a landfill in Akron, Ohio. He may not realize however, that this house was located adjacent to the landfill. Based on the location and con-figuration of the Lake County landfill, the methane would dissipate to in-significant concentrations near the landfill boundary and would not migrate as far as the Perry Plant approximately 3 miles away. Although no assessments have been made on the impact of gases generated at the landfill on the Perry Plant, CEI did perform a conservative analysis of the effect of a postulated pipe break in 13 gas pipelines located near the plant (PNPP FSAR Section 2.2.3.1.1.2). The largest gas line (20" diameter) operates nt 150 psi and is located 3200 feet from the plant.
