SHUTDOWN OF RANCHO SEC0 (UPDATE)
In response to the defeat of Measure K, the Sacramento Municipal Utility District (SMUD) shutdown the Rancho Seco plant and entered Hot Shutdown at 11:50 a.m. (PDT), June 7, 1989.
The licensee is continuing to implement their contingency plan to remove the plant from service. Within the next 24 to 72 hours, dependent upon their and B&W's evaluation of fuel conditioning needs, the licensee intends to take the plant to a Cold Shutdosn condition.
The licensee's plan includes increased management sensitivity to the potential effects of the election results on employee attitudes. One licensed operator expressed severe dissatisfaction with the election results to a plant supervisor. The operator's f   access to the plant was then removed pending assessment by plant management.
The licensee is considering reductions in the site work force of non-essential contractor personnel. These reductions could potentially conmence within the next several days. Region V, in conjunction with NRR, will closely monitor the licensee's actions to ensure an acceptable level of staffing is maintained consistent with the plant status.
Region V is continuing to closely follow the licensee's actions.
