Notification of Unusual Event South Texas 1 2                                  Alert Wnd: worth, Texas                                Site Area Emergency DockCts: 50-498,50-499                           General Emergency X Not Applicable Subjcct:    RESPONSE TO HURRICANE BRET On August 22, at 3 a.m., in anticipation of Hurricane Bret, Region IV dispntched an inspector to South Texas Project to relieve the resident innp ctors and to provide assistance to STP Nuclear Operating Company. A Ragion IV representative was also dispatched to the FEMA Region VI R391onal Operations Center in Denton, Texas.
At 12 noon on August 22, Region IV activated the incident response center cnd ct 12:35 p.m. entered the monitoring phase of the rormal mode of operctions because Hurricane Bret continued to track in a northerly diacction and toward South Texas Project. At that time, Hurricane Bret                '
win n Category 4 storm located about 60 miles northeast of Brownsville, Ta:mo, and about 100 miles south-southeast of Corpus Christi, Texas. At cpproximately 2:30 p.m., Region IV issued a press release to notify the m; dis of NRC actions in response to the hurricane.
R3gion IV initially received information regarding Tropical Storm / Hurricane Bret by electronic mail provided by the national weather c:rvice. The region began to formally track the storm at 4 p.m. on August 20, 1999. Hurricane Bret had reached hurricane status at 10 p.m. CDT on Fr.; day, August 20, 1999. A hurricane watch and tropical storm warnings wara initially established along the Mexican Coast from La Pesca couthward to Veracruz. The storm made landfall at 6:45 p.m. on August 22, et South Padre Island just south of the mouth of Baffin Bay, moving in:.cnd to the west at about 7 mph. At that time, the eye of the storm was cpproximately 160 miles from the South Texas Project and the plant was 120 miles from hurricane force winds. However, a precautionary tornado wn:ch and a tropical storm watch were in effect for the coastal areas cround the plant. Both watches were terminated for the areas around the pl. tnt by late evening on August 22. By 6 a.m. on August 23, the weakening ctorm was approximately 180 miles from the plant and moving away.
NR0 inspectors were on-site at South Texas Project throughout the evening of August 22 and into the morning of August 23 until the threat of the ctorm passed. Region IV also monitored the progress of Hurricane Bret from the regional incident response center. On August 23 at 7:10 a.m.,
the region terminated the additional oversight associated with the monitoring phase of normal mode of operations. The State of Texas continues to monitor the movement of the storm.
