PLANT SHUTDOWN FOR GREATER THAN 72 HOURS DUE TO HEATER DRAIN                LINE BREAK On' August 10, at approximately 9:25 a.m. (CDT) operators initiated a manual reactor trip of the Callaway Plant when a high pressure heater drain line ruptured in the turbine building. The plant had been operating at 100 percent power prior to the rupture. The rupture was on an 8-inch line between the "D" First Stage Reheater Drain Tank and High Pressure Feedwater Heater 68. The steam leak was isolated by tripping of the main -
turbine on the reactor trip and manually closing the main steam isolation valves. The -
safety-related equipment response to the reactor trip was normal and the operators               i stabilized the plant in Operating Mode 3 (Hot Standby). Decay heat was initially removed with the use of auxiliary feedwater and the steam generator atmospheric relief valves. As of 3 p.m. (CDT), the licensee was in the process of restoring condenser vacuum and establishing decay heat removal via the main condenser. Other equipment actuations or failures being evaluated included actuation of a fire suppression system in the vicinity of the line break and failure of the plant process computer during the event. All site personnel were accounted for and no injuries to any personnel occurred. Structural and            1 electrical system walkdowns were being conducted to assess the extent of damage. The licensee is evaluating options for facilitating repair and restarting the plant.
The Senior and Resident inspectors responded to the event and observed the licensee's actions from the control room. Region IV will be conducting a special inspection related to this event.
The state of Missouri has been informed.
Region IV' received notification of this occurrence by telephone from the Senior Resident inspector at 9:35 a.m. on August 11. Region IV has informed the office of the Executive Director for Operations, the Office of Nuclear Reactor Regulation, and the Office of Public Affairs. Also, Region Vil of the Federal Emergency Management Agency has been notified.
This information has been discussed with the licensee and is current as of 4:30 p.m. on           l August 11,1999.
