INITIAL CRITICALITY At approximately 8:50 p.m. (CST) on March 12, Houston Lighting & Power Company achieved initial criticality at South Texas Project (STP), Unit 2. A Region IV operational readiness review inspection (ORRI) team is onsite this week to inspect STP, Unit 2, during the first days of low power operation.
STP, Unit 2, received a fuel load / low power licensee on December 16, 1988. A full power license Commission meeting is scheduled for March 28, 1989.
STP, Unit 1, received a fuel load / low power license on August 21, 1987, and achieved initial criticality on March 8,1988. STP, Unit 1, received a full power license on March 22, 1988, and began comercial operation on August 25, 1989. STP, Unit 1, is currently operating at 100 percent reactor power and anticipates entering its first refueling outage in September 1989.
STP, Units 1 and 2 are identical Westinghouse four-loop PWR (RESAR-41) reactors. Each unit is rated at 3800 megawatts thermal. The architect / engineer was Bechtel and the constructor was Ebasco.
The licensee plans to issue a press release.
The state of Texas will be informed.
Region IV received notification of this occurrence by telephone from the SRI at 7:30 a.m., March 13, 1989. Region IV has informed EDO, NRR, and PA.
