POSSIBLE TAMPERING - SOUTH TEXAS PROJECT Two incidents of apparent tampering have been identified at the South Texas Project (STP).
On October 31, 1986, the foam suppression system for Emergency Diesel Generator (EDG) No.13 Fuel Oil Storage Tank (F0ST) room was manually activated.
On November 11, 1986, the nitrogen system for the 365 KV - 13.8 KV standby transformer was found to be overpressurized. The system is designed to provide the transformer with a slightly positive pressure (1 - li psig). A craftsman discovered that a padlock on the control box had been removed and that the system was overpressurized to approximately four (4) psig. A supervisor reported that the system had been correctly secured on the previous day after a test of the components' fire suppression system.
Both of these incidents appear to have been intentional tampering. HL&P is establishing additional security measures.
No damage to safety-related equipment has been observed.
Neither the licensee nor the NRC plans to issue a press release.
The state of Texas will be informed.
Region IV received notification of this occurrence by telephone from the senior resident inspector.                                                              .
