BOTH UNITS SHUT DOWN FOLLOWING UNIT 1 RECIRCULATION SYSTEM TEST On October 2,    1994, plant operators were performing pump flow testing on the Unit 1 reactor recirculation system which involved idling loop A while loop B was being tested. While      pump A was shut down, plant personnel were also repairing the circuitry.
The unit shutdown was commenced when operators discovered the temperature differential between loop A and loop B exceeded 50 degrees F. during the testing and repair work. Plant operating procedures require a plant shutdown when the 50-degree differential is exceeded.            The plant can be in an unanalyzed pipe stress condition if this differential is exceeded.              The temperature differential between the two loops was between 50 and 90 degrees F, depending on the temperature instrument used.
Due to licensee management concern over recent personnel errors, the licensee decided to shut down Unit 2 as well. An orderly shutdown was begun early on October 3.
The resident inspectors have been monitoring the licensee's activities during and after the shutdowns.
The States of Illinois and Iowa will be notified.           The information in this preliminary notification has been reviewed with licensee management.
Region III (Chicago) was notified of the Unit 1 shutdown about 3 p.m. on October 2. This information is current as of 9:00 a.m. on October 3, 1994.
