PICKETS DISRUPT OUTAGE CONTRACTOR TRAFFIC On September 22, 1989, picketers placed vehicles at.the plant entrance used by contractor personnel, preventing traffic from entering the gate from about 6:45'a.m. to 9:00 a.m. The vehicles blocking the entrance were removed to reopen the roadway. Two arrests were made by
      'the county sheriff's department.
      ' Traffic through the normal plant entrance, used by licensee personnel, was not affected.                                                                 _
The picketers, representing two local building trade unions, have been at the site since September 20, 1989, protesting the licensee's use of non-building trade union personnel to perform inspection and maintenance work during the outage.
The. licensee was making plans to provide an escort for outage workers who were turned away earlier at the blocked entrance.
Region III (Chicago) and the resident inspectors are monitoring the licensee's activities in responding to the picketers.
There has been limited news media interest in the picketing.
The State of Michigan will be notified.
Region III was notified of the traffic blockage at 8:45 a.m. (EDT) on September 22, 1989.
