REACTOR SCRAM At 4:13 a.m. on August 26, 1989, the reactor scrammed from 10 percent power, apparently as a rcsult of a pressure spike in the first stage of the turbine. The licensec was shutting th] reactor down for a planned six-day maintenance outage and, at the time of the reactor scram, was perf orming surveillance tests on turbine valves.
Imediately following the reactor scram, an operatcr noted that indicating lights in the recctor protcction system remained lit, showir.g that two of eight relays for soleneids that control the opening of scram pilot valves were still energized. However, a set of separate backup solenoids did function properly to assure control rod insertion. Thirteen seconds af ter the scram, a nanual scram was initiated by the operators to assure that all control reds were inserted. An initial printout of control rod positions inoicated that some rods were still in motion or out of position, but sv '.equent printouts showed all rods fully
       'yerted.
E j licensee is continuing its investigation of the event. The Senior Resident Inspector and State Resident Engineer were in the' Control Room monitoring plant shutdown activities when the scram occurred. Region !!! (Chicago) dispatched an electrical specialist to the site on August 16.       The specialist and the resident ir.spectors are monitoring the licensee's investigation and any subsequent repairs.             The licensee plans to submit a report describing their findings 6nd actions to be taken prior to plant restart.
The State of Illinois will be notified.
The ficadquarters Operation Center was notified of the scram at 5:15 a.m. on August 26 1989. This information is current as of 1 p.n. on August 28, 1989.
