POSSIBLE ALC0HOL USE BY SENIOR MANAGER I On October 11, 1988, the licensee infonned the Senior Resident Ir.spector that it was                          '
investigating an allegation that a senior manager at the plant was observed on October 10, 1988, to have alcohol on his breath and to stumble as he passed through a radiation                           L f ri sker. The manager is continuing in his duties at this time.
Two other licensee employees including a shift supervisor stated they smelled no alcohol while in the presence of the manager. They also did not sense that he was acting abnormally                      i or in a manner unfit for duty. The manager's actions did not appear to impact the conduct of operations. The licensee plans to retain an outside consultant (private investigator) to investigate the allegation.                                                                                     l l Region !!! (Chicago) is closely monitoring the licensee's investigation to determine if                        i further regional action is appropriate. The Office of Nuclear Reactor Regulation and the Deputy Executive Director for Operations have been informed,                                                  j The State of Illinois will be notified.                                                                        !
