FORMER VA PHYSICIAN ENTERS GUILTY PLEA TO FEDERAL CHARGES                                              W       W                  OID Dr. Maynard L. Freeman, the fomer assistant chief physician of the Nuc1 car Medicine Service at the Edward Hines Veterans Administration Hospital in Hines, Illinois (near Chicago) filed a plea agreement in U.S. District Court for Northern Illinois to two federal charges:
(1) willful failure to report misadministrations of radioactive pharmaceuticals and (2) knowingly concealing and covering up material facts during an NRC and VA investigation.                                                   l The plea agreement was filed on July 7, 1988.                             No date has been set for the formal pleading in U.S. District Court.                                                                               -
1 In August 1987, the NRC staff issued an Order to the hospital directing that Dr. Freeman be removed from all activities licensed by the NRC and that the VA Hospital take certain steps to improve its control over the nuclear medicine program.
l An NRC investigation between December 16, 1986, and June 30, 1987, detemined that Dr. Freeman failed to ensure that a misadministration of a radioactive pharmaceutical was reported to the NRC, as required. The investigation also determined that the physician made a false statement to a VA investigatory board and to NRC investiNtors, destroyed evidence, improperly obtained additional evidence, and attempted to impe& the NRC investigation by influencing the testimony of a witness.                                                                                                      1 l
The Region III Office of Investigations looked into these allegations and forwarded a written report to the U.S. Justice Department on November 13, 1987.
