SHUTDOWN COOLING PUMPS IN0PERABLE At 3 a.m. (CST) on March 3,1987, the licensee declared Pump 3A of the shutdown cooling system inoperable; the other two pumps in the system had previously been taken out of service. The reactor was shut down on February 26, 1987, for a planned maintenance outage.
With the shutdown cooling system pumps out of service, reactor cooling is being maintained by the reactor water cleanup system rejecting to the hotwell and makeup from the condensate storage tanks. This system has adequate capacity to remove decay heat from the reactor.
The control rod drive system is also providing some cooling.
At Dresden 3 the shutdown cooling system is an independent non-safety-related system with three pumps and three heat exchangers. (The shutdown cooling function is not part of the r:sidual heat removal system (RHR), as it is in many other boiling water reactors.) Pump 3C has been out of service for about a year with bearing / motor damage; Pemp 3B was taken out of strvice on March 1,1987, with a bearing failure and subsequent oil fire; Pump 3A was taken out of service following an inspection which showed degradation of oil quality from the upper b:aring housing.
Th2 licensee has no plans to resume reactor operation prior to March 4, 1987, following the planned maintenance activities. The licensee plans to have at least ore shutdown cooling pump available prior to startup.
The resident inspectors are monitoring the licensee's activities.
The State of Illinois will be notified.
Region III (Chicago) was notified of this matter by the Senior Resident Inspector at 7 a.m.
