STEAM LEAK IN INSTRUMENTATION LINE 29, 1987, while restoring the reactor plant to At Mod approximately      1:30 p.m.
2 1 operation (above         (EST) 5 percent   on January'5 power),   th        licensee discovered a small steam leak from a spare instrument line attached to the body of the West Main Steam Bypass Valve. The cause of the leak was a crack in the weld attaching a valve to the instrument line. This occurrence is similar but not identical to the occurrences which caused small steam leaks earlier this month (see PNO-III-87-01, 01A, & 018).

In this occurrence, both the valve and instrument line were stainless steel. The line and valve had been visually inspected during the licensee's program conducted earlier this month. At that time no deficiencies were noted and the licensee elected not to modify this valve since (1) it was not a bimetallic weld and (2) the line and valve were not located downstream of the bypass valves where flow induced vibrations were known to exist.
Th2 licensee identified four other areas with a similar configuration as that of the leaking instrument line. The licensee has now cut off all five valves and plugged and welded the instrument lines.
Th2 licensee will complete documentation of the reviews and repairs and will begin restoring the reactor to Mode 1 on January 30, 1987.
R::gion III (Chicago) is following the licensee's course of action.
The State of Michigan will be notified.
