283,000 GALLONS OF WATER LOST FROM CST During the early evening of November 17, 1986, the licensee began restoring the normal valve lineup for the HPCI test return line to the Condensate Storage Tank (CST), following mainten-ance on a manual valve. In the process of restoration, the normally open miniflow line valve
 ,r from the operating CRD pump was opened. The CRD miniflow path utilizes the HPCI test return
,     line to return water back to the CST. This pressurized the return line to approximately 1400 psig because the CST isolation valve had yet to be opened. 1400 psig exceeded the pressure rating of the test return piping and caused the welded connection of the HPCI test return line at the bottom of the CST to break. The CST began to drain through the broken weld at approximately 50,000 gallons per hour.
At 7:30 p.m. (EST), the licenn e noticed a decreasing level in the CST, and immediately began emptying the tank by transferring water to the condensate return tank (CRT). The licensee managed to transfer approximately 100,000 gallons, however, approximately 283,000 gallons leaked into the area adjacent to the CST.
llThe water was contained in a dike surrounding the CST. The water was sampled by the licensee
  ' and no contamination was detected. Due to the porous nature of the ground around the CST, some of the water seeped under the dike into Lake Erie.
During the incident the Rad Waste system was also used as a collection point for water from the CST and CRT. While transferring water to this system, the waste surge and waste collector tank overflowed, causing a spill of radioactive water and resin in the Rad Waste area. The spill has beer / contained and cleaned up by the licensee with no release to the environment.
Thebnitwasincoldshutdownatthetimeoftheleak. The licensee is determining corrective action. Region III (Chicago) is following the-licensee's course of action.
