BOTH DIESEL GENERATORS IN0PERABLE The licensee reported that a low service water flow alarm was received during surveillance testing of the Division 1 diesel generator on July 29, 1985. The diesel generator was manually tripped. (The reactor is shut down, pending examination and repair of a feedwater pump. See PN0-85-63.)
The cause of the low flow alarm was found to be a closed bypass valve in the line returning dies 21 generator cooling water to the cooling reservoir. The motor-operated valve is required to be open and deenergized. The licensee believes the valve was last moved on July 23, 1985. The valve in the closed position renders the diesel generator inoperable.
The Division 2 diesel generator was also out of service from July 25 through July 29.
Therefore, it appears that both of the plant's diesel generators were inoperable during the time period July 25-29. The plant was in cold shutdown through the period.
The closed bypass valve also affects the service water (cooling) flow for all other Division 1 emergency systems, including core spray, residual heat removal system, and other equipment. The licensee is investigating to determine why the bypass valve was in the incorrect (closed) position, initial determination is that it was caused by p:rsonnel error.
The Senior Resident Inspector and the Regional Office staff are monitoring this event.
The State of Michigan will be informed.
