UPDATE TO TECHNICAL SPECIFICATION REQUIRED SHUTDOWN OF D.C. COOK UNIT 1 DUE TO AN INOPERABLE EMERGENCY DIESEL GENERATOR On July 29, 2015, D.C. Cook Unit 1 was restarted following the completion of repairs to one of the two emergency diesel generators. The unit was shut down on May 31, 2015, to comply with their Technical Specifications due to an inoperable emergency diesel generator. The D.C. Cook Resident Inspectors monitored the shutdown and restart activities.
The emergency diesel generators are designed to provide power to essential equipment should there be a loss of offsite electrical power. There are two diesel generators per unit. Both diesels are required to be operable for the unit to remain in full power operation. Per the Technical Specifications, one diesel may be out-of-service for up to 14 days to perform maintenance; however, if the maintenance exceeds this period, then the unit must be shut down to complete the repairs.
The Unit 1 AB emergency diesel generator had been removed from service for planned maintenance on May 18, 2015. After the maintenance was completed, testing was performed to verify operability on May 21, 2015. During the testing, the diesel sustained damage requiring extensive repairs. Since these repairs would exceed the Technical Specification allowable time for the diesel to be out of service, plant operators shutdown Unit 1. The NRC resident inspectors monitored the repair activities and the return of the diesel generator to service.
This preliminary notification is issued for information only and no further action by the staff is anticipated. The State of Michigan has been informed.
