CHLORINE GAS LEAK                                                                             l On November 23 at 1:35 p.m., the licensee declared a Notification of Unusual Event (NOUE) due to a release of chlorine gas from the service

   . water injection system in the Chlorination Building. The leak was caused by a problem with a chlorination valve. An NOUE was declared in accordance with the site emergency procedures.
t Chlorine is stored on site in a rail car for treatment of the circulating                                 !
water system and the service water system.                         The chlorine, used to limit biological growth, is injected into these                 water systems. A detectable                     ,
i level of chlorine was measured by sensors isolating the control room                                      -
ventilation system as designed.                    A 10CFR50.72 notification was made for i
the control building ventilation isolation which is an engineered safety feature actuation. A 10CFR50.54 (x) report was made for the inability to complete fire watches in the areas affected by the chlorine gas release.
r Both units are stable and continue to operate at full power.                                              ;
As a precautionary measure site personnel were moved to alternate
, . locations away from the gas leak.                     All personnel were accounted for and
; there'were no injuries.                                                                                      ,
i l The chlorine tank car was isolated immediately isolating the source of the leak       An offsite release of significant chlorine gas did not occur.
The resicant inspectors were on site and monitored the licensee's response to the e-            -
