STACK SAMPLE ABOVE LICENSEE'S ACTION POINT On September 4,      1997, the licensee notified Region II that they had activated their Emergency Control Center (ECC) because of a stack sample with radioactivity above the licensee's action point. The sample was taken from the= Hydrogen Fluoride (HF) Building exhaust stack. This building does not normally process uranium; it is used to recover HF acid
    .from the~ Dry Conversion Process (DCP). The sample was for the period noon September 3 to noon September 4 and had a value of 5.9E-10 microcuries per milliliter (uCi/ml) .      The licensee's internal action level for initiating action was 10E-12 uCi/ml. The licensee's
   -calculations showed the offsite dose from this release to be 0.052 millirem to an individual if present at the site boundary. The licensee estimated 31.5 uci of 2% enriched uranium was released.
Environmental air samples were collected at the site boundary and the radioactivity levels were determined to be background.
The licensee is investigating the root causes of the radioactive release.
       .The Dry Conversion Process was undergoing startup after maintenance when the release was identified. The process has been shutdown pending a
   --determination of root cause and corrective actions.
The licensee reported this event on September 5,       1997, under 10 ;CFR 70,50 (b) (2) (ii) .
    .The State of North Carolina was informed of the event.
The Region continues to monitor the licensee's actions.
