INADVERTENT TRANSFER OF LIQUID On July 9,1991, at about 4:30 a.m. , the licensoo inadvertently transferred approximately 400 gallons of liquid containing small amour.ts of uranium from a favorable geometry tank (T-417) to an unfavorable tank (V-103) in the nitrate waste system prior to obtaining all tha required laboratory analysis results. The liquid was not supposed to be transferred until the liquid was sampled and its uranium content determined by laboratory analysis to be below the relca e concentration limit (2$ parts per million).          Investigation by the Itcensee has determined that the control room operator tranclerred the 11guld after receiving analysis results from samples that were taken from a 6.ank in the radwaste system (V-630); however, the sample results were incorrectly reported as coming from tank T-417.
Tha licensee was in its re-tart program and was stab 11 zing flows in their waste streams prior to resumption of chemics.1 conversion activities.
Ofew minutes after the transfer the laboratory operator reali2ed that the samples had
(     ).n incorrectly reported. Inmediate reporting up the licensee's management chain was N fitiated and the nuclear safety organization quarantined T-417 and requested sampling of V-103. Sampling of V-103 and one sample that was taken from T-417 prior to transfer ccnfirmed that only a small quantity of uranium had been transferred (less than 1 part per aillion.)      The licensee has initiated an investigation and will implement corrective actions prior to resuming their plant restart program.
An NRC inspector is ons,lte and is monitoring the licensee's actions.
There has been media interest.
Tha State of North Carolina has been notified.
