BRUNSWICK UNUSUAL EVENT - LOSS OF 0FFSITE POWER On June 17, 1989, at 8:57 p.m. (EDT), the licensee declared an unusual event after Brunswick Unit 2 was manually scranined from 72% power following a loss of offsite power.
The loss of offsite power occurred as a result .;f troubleshooting that was in progress in order to investigate a ground on the unit's startup auxiliary transformer (SAT).
Following the manual scram, high pressure coolant injection (HPCI) and reactor core isolation cooling were manually started to maintain reactor vessel water level; HPCI was used to maintain reactor pressure. All four emergency diesel generators (EDG) started as required, and EDGS 3 & 4 loaded onto their respective emergency buses.         (EDGs 1 & 2 did not load since the Unit 1 SAT was still supplying power.) By 3:30 a.m. (EDT), on June 18, 1989, the Unit 2 auxiliary unit transformer had been energized and, after some difficulty in clearing the EDG start signal, offsite power was paralleled with EDGs 3 and 4. All four EDGs were subsequently secured by 6:21 a.m. (EDT) that morning.
The Unit is presently at approximately 190 psig and 385 F, cooling down using main steam line drain valves. Train A of shutdown cooling is being warmed up in preparation of being put into service.        The Unit will remain shutdown until related SAT repairs can be completed.
The Resident inspectors responded to the unusual event and the Region manned, but did not activate, its Incident Response Center. Resident Inspectors continue to monitor the situation.
The State of North Carolina has been notified.
The NRC received initial notification of this event by the licensee at 9:33 p.m. (EDT), on June 17, 1989.
