AUGMENTED INSPECTION TEAM DISPATCHED                                                               ,
An Augmented Inspection Team (AIT) was dispatched at 2:00 p.m. (EDT) today to the Brunswick Nuclear Power Plant, operated by Carolina Power and Light Company near Southport, North Carolina, to review equipment failure events that were encountered during the planned                        ,
shutdown of Unit 1.                                                                                         j At 11:30 p.m. (EDT) on July 13, 1988, the licensee was conducting an orderly shutdown of Unit 1 frrn 100% power to affect repairs to the F006 high pressure coolant injection (HPCI) valve, when problems were encountered with the Unit's rod sequence control system. operators had been experiencing problems selecting control rods. This problem was subsequently                         l overcome and the unit was taken to hot shutdown later that morning. At 5:50 p.m. (EDT)                       I that evening, after shutting low pressure coolant injection (LPCI) valve F017B in prepara-tion of aligning residual heat removal (RHR) shutdown cooling, the F0178 valve could not be                 i reopened / throttled to support shutdown cooling due to a valve operator failure. Conse-                    :
quently, the plant is still bleeding steam to the main condenser to support decay heat removal.      To further compromise the situation, the facility's circulating water pumps,                  4 thich supply water to the main condenser, are susceptible to tripping off line when at or                   '
j     near low tide conditions when pump manipulations 6re taking place. This phenomenon has                       ,
1 occurred in the past, and was seen once again at 2:55 a.m. (EDT) on July 15, 1988, when
!     three of the four condenser circulating water pumps associated with Unit 2 tripped while i    suaoping operating condenser circulating water pumps for Unit 1. In addition to the above 1
failures, HPCI surveillance testing in Unit 1 at 8:48 a.m. (EDT) on July 13, 1988, revealed j     that the F042 suppression pool suction valve would not open due to limit switch problems.                    l The licensee has confirmed that the Unit will remain shut down until the situation has been j     reviewed by the AIT and evaluated by NRC management.
l l     Both the licensee and the NRC are prepared to respond to media inquiries, i
l l    The NRC received initial notification of the F017B valve failure and the condenser i    circulating water pumps tripping from the licensee on July 15, 1988.
