UNSCHEDULED SHUTDOWN LONGER THAN 48 HOURS Florida Power has taken the Crystal River plant out of service to replace coolers in both trains of the letdown system. It is expected that the outage will last about three weeks.
The "B"  letdown cooler was taken out of service in August because of leakage of primary coolant. The "A" cooler was determined to be leaking as the result of a series.of events that began at 11:00 p.m. (EST) Friday, November 21, when a radiation monitor alarmed while the plant was in hot standby preparing for startup.         It also was noted that the level had started to increase in the surge tank of the nuclear service water system.
By 2:10 a.m. November 22, the reactor coolant system unidentified leak rate exceeded the technical specification limit of one gallon per minute, and the plant declared an unusual event. Subsequently, plant personnel found that the leak was coming from the "A" letdown cooler. The plant began cooldown at 3:00 a.m., and at 7:50 a.m. the unusual event was cancelled because the leak rate had dropped below one gallon per minute. The plant reached cold shutdown by 2:10 p.m. Maximum leakage was between three and four gallons per minute.
Florida Power informed media in the plant vicinity of the unusual event declaration and the shutdown. Both Florida Power and Region II have responded to inquiries.
The State of Florida has been informed.
Florida Power informed the NRC incident response center of this event at 2:20 a.m.
