UNISOLABLE LEAK FROM CONDENSATE STORAGE TANK (CST) DRAIN At 2130 on 1/26/87 water was found around the base of the CST. Investigation determined thm source of the water was a leak from the CST which contains slightly radioactive water (total isotopic analysis results 1.56 E-SuC1/ml). This leaking water had filled up the CST valve pit that is located adjacent to the CST and overflowed onto the ground around the CST. The CST provides makeup water for the secondary plant and holds about 450,000 gallons of water.
An Unusual Event was declared at 2345 because of the potential for an offsite release of radioactive liquid. As an added precaution a plant shutdown was initiated at 2350.
At 0150 the leak was determined to be from a cracked CST 4" drain valve that is unisolable from the CST. At 0210 a pump that was placed in the valve pit had lowered
'the water level to a point where the pit overflow was stopped. At this time the plant shutdown was stopped at about 400 MWe. Other temporary pumps were placed in the free standing water adjacent to the tank to pump the water back into the pit.
Sampling of nearby storm drains, in addition to visual inspection, confirmed the water was confined to the area adjacent to the CST. The leaking water is being pumped from tha valve pit into the plant water processing systems -- no water inventory is being lost.
Plans as of 1000 an 1/27/87 are to continue recycling the water, hold the plant at 400 MW2 (approximately 60I,), and lower a plate into the tant. to plug the drain line hole at the bottom of the tank to reduce tank leakage (currently at approximately 70 gpm). The licensee plans on obtaining a diver to go into the CST later today to plug the drain line tank penetration. This would permit valve replacement.
Tha senior resident inspector arrived onsite about midnight to follow licensee actions.
A project engineer from Region I is also onsite to assist the resident inspectors.
The licensee has issued a press release. The State of New Jersey has been notified.
