At about 8:05 a.m., November 19, 1986, the Pilgrim site lost all offsite power apparently due to heavy storm and high winds in the site vicinity. All three incoming lines were lost. Both diesel generators automatically started and loaded as required, and all other onsite systems performed as expected.        "
Shutdown cooling automatically isolated on loss of RPS power but was restored by 9:20 a.m. Because the plant has been in a shutdown since April 1986, the decay heat load in the reactor coolant system was low and system heatup was insignificant. Further, the heat load in the spent fuel pool is insignificant because refueling operations have yet to commence.
The licensee has determined that onsite available' diesel fuel supplies should be sufficient to operate the diesels at their curre'nt loads for well in excess of 100 hours.
7 Additionally, the ENS is apparently inoperable from the site and communications are being handled over alternate commercial lines.
NRC Headquarters and Region I have commenced monitoring an open phone line to the Pilgrim control room and the resident inspector from Seabrook has been ' dispatched to the Pilgrim site.                                                               //
