UNUSUAL EVENT DUE TO SHUT DOWN REQUIRED BY TECHNICAL SPECIFICATION On 8/22 at 1:00 p.m., the licensee declared an Unusual Event due to commencement of a shutdown required by Technical Specifications. On 8/21, maintenance had been performed on 10 control rod drive hydraulic control units. No post-maintenance testing on these units was performed as required. When the licensee discovered this on 8/22 the drives were declared inoperable, leading to the requirement to shut down. The Unusual Event was terminated at 7:30 p.m. when the plant reached hot shutdown conditions.
The plant is in cold shutdown and the licensee has successfully performed the scram insertion time test on all 129 control rods.      The utility intends to startup later today, 8/25.
The licensee has made twa press releases.
The State of New York has been notified.
